PARTICULARLY VULNERABLE TRIBAL GROUP (PVTG)

PVTGs, among the tribal groups, are the most vulnerable due to their declining or stagnant population, low literacy levels, pre agricultural technology, and economic backwardness. They predominantly inhabit remote areas with inadequate infrastructure and administrative support.

In 1973, the Dhebar Commission introduced a distinct classification known as Primitive Tribal Groups (PTGs) to identify the least developed among tribal communities. In a significant development in 2006, the Government of India officially renamed PTGs as Particularly Vulnerable Tribal Groups (PVTGs). This change in nomenclature better reflects the unique challenges and extreme vulnerabilities faced by these marginalized tribal communities. Initially, 52 such groups were identified, and in 1993, an additional 23 were included, totalling 75 PVTGs among the 705 Scheduled Tribes across 18 states and one Union Territory. (highest in Odisha followed by Andra Pradesh)

The Ministry of Tribal Affairs administers the “Development of Particularly Vulnerable Tribal Groups (PVTGs)” scheme, focusing exclusively on their needs. State/UT specific Conservation cum
Development (CCD)/Annual Plans are prepared, appraised, and approved for PVTGs. They are also given priority in other schemes, such as Special Central Assistance (SCA), Article 275(1) grants, and support for ST girls’ education in low literacy districts.

The criteria for PVTG determination include

  • pre agricultural technology.
  • declining population.
  • extremely low literacy.
  • subsistence level economy.
